Job Description

Responsible for providing discipline specific acquisition contract expertise and leadership. Acquisition responsibilities include development of acquisition strategies, development of Request for Proposal (RFP) documents, Invitation for Bid (IFB) documents for Construction, leading of subcontractor proposal evaluations, interpretation of government legal and corporate requirements, developing strategies and leading team negotiations, and administering contracts, including terminations and closeout activities. Additionally, responsibilities include monitoring contract compliance and technical, financial, and contractual performance. Plans, develops and participates in training of contractual requirements. Briefs company management on proposal and subcontracting activities.

Influences Laboratory contracting policy and sets direction across organization in area of expertise. Uses innovative ideas to enhance business results. Anticipates trends and impacts. Often serves as consultant to senior management.

Recognized as a Subject Matter Expert (SME) in the area of contracting, specifically acquisitions, and other business-related disciplines. Having broad expertise or unique knowledge, uses skills to contribute to development of organization objectives and principles and to achieve goals in creative and effective ways. Applies and/or develops contracting and other business-related advanced principles, theories, and concepts. Ability to lead inter-disciplinary teams dealing with issues related to their expertise. Identifies issues, develops solutions, and manages implementation of PNNL-wide projects. Exercises independent judgment in contracting methods, techniques and evaluation criteria for obtaining results.

Contacts pertain to significant matters often involving coordination among cross-functional groups. Demonstrates the ability to build consensus by articulating the strategic alignment of the organization. Functions as a project lead and gives direction to other exempt and/or nonexempt staff.

Provides leadership and oversight of other staff. Leads mentoring and training of senior staff succession candidates. Inspires commitment and grows the skills of others. Drafts Staff Development Reviews (SDR) and participates in SDR meetings with staff. Shares in the authority matrix for approvals as assigned by the Directorate Contracts Manager.

Minimum Qualifications

Bachelor’s Degree and 10+ years of relevant experience. Advanced Degree and 8+ years of relevant experience. Professional license and/or certification may be preferred.

Preferred Qualifications

Previous experience with Government Construction contracting including Bid Package preparation and Davis Bacon requirements. Current or previous experience working within Battelle’s Acquisition Guidelines is highly preferred.
